JOB DUTIES:

  • Typically supervises supervisors, team leaders or a team of professional individual contributors and associated support staff.

SOFTWARE ENGINEER III ( Location Lexington MA.)

 

JOB DUTIES:

The RTS incorporates a complex suite of sophisticated instrumentation that is used on a variery of ICBM re-entry, ICBM intercept, and space related missions in a real-time operational enviroment. The Mission Operations Software Engineer will focus on major and minor improvements and will be developing software necessary to maintain and improve a variety of operational capabilites. Job requirements associated with the employee’s primary responsibility will be centered on developing/maintaining core elements associated with the Range Operations Control Center (ROCC) currently being developed/implemented at the RTS that incoporates a CORBA/MySQL distributed architecuture. The software is written in JAVA and executes on a large set of networked LINUX platforms. Other tasks in which the employee will possibly be involved include supporting the radar Real-Time Program (RTP) that is common to six radars at the RTS. (The radar RTP is written in C.) The employee may also contribute to the upgrade of the Optics sensors at the RTS which will incorporate a DDS distributed architecture. That project is in the development phase at this time. (The Optics software is written in C++.) The employee is expected to support initiatives for continuous software life-cycle process improvements for the evolving enterprise-wide network-centric architectures. Programming at the RTS environment is in C, C++, PERL, JAVA, SWT, X-Windows/Motif and with Oracle and MySQL Database APIs in a UNIX/LINUX environment. Defined software processes are used at the RTS and incorporate CVS/SVN and various bug reporting tools

TELECOMMUNICATION ENGINEER II (Full-time/Unaccompanied Status)

JOB DUTIES:

Analyzes telecommunications functions of United States Army Kwajalein Atoll and Reagan Test Site. Works to develop, improve, maintain, and implement communications circuits and networks. Familiar with standard engineering concepts, practices, and procedures within the telecommunications field. Relies on limited experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision. Self initiative and a certain degree of creativity and latitude are required.

Provides mentoring to other members of the department. Applies and teaches standard engineering, configuration management and good DoD security practices in the implementation of system upgrades and modifications.

Maintain system documentation including, network drawings, action logs, work orders and security documents. Must be able to clearly document status and actions using Microsoft Word and a database work order system. Candidate must work in a DoD classified environment and understand security procedures in handling COMSEC equipment, keymat and physical security. Work must be performed within the constraints defined in the NISPOM and AR25-2.

Candidate must maintain cognizance of and participate in the tracking of government owned plant propery. They must be willing to travel via boat, helicopter and airplane to other islands within the atoll. Must be able to work independently in isolated situations.

EQUIPMENT REPAIR TECHNICIAN I (Full-time/Unaccompanied Status)

JOB DUTIES:

• Under general supervision work independently and/or assist personnel from a varity of departments i.e, Operations, IT, Communications, Software, Systems, Hardware, Networks, Facilities, etc.
• Physically install and connect all types of communication cabling/wiring. Includes dressing wiring in hardware racks.
• Make custom length cables/patch cords and test with appropriate instruments
• Install all types of computer hardware in racks, consoles and freestanding

ALTERNATE COMSEC CUSTODIAN ( Full-time/Unaccompanied Status)

JOB DUTIES:

General–includes but is not limited to the following:
• Responsible for assisting the COMSEC Custodian with managing all aspects of the COMSEC account.
• Assists in developing, implementing, administering and monitoring COMSEC policies, procedures and programs.
• Responsible for receiving, inspecting, identifying, storing, labeling, & disbursing all COMSEC items.
• Maintain various databases and ensure currency and accuracy of accounts.

Operational-includes but is not limited to the following:
• Act as liaison with NSA COR and other pertinent government customers.
• Support visits and inspections; provide keying material to all users; ensure accountability of all material; provide disposition/destruction guidance and ensuring proper destruction of material.
• Manage the secure telephone systems for the company and government customer. Must manage both STU III and STE systems.
• Apply NSA and DOD policy direction to specific operating requirements and develop guidance for applying security and COMSEC policy, procedures, techniques, equipment, and methods to a variety of work situations.
• Interpret and apply the NSA Industrial COMSEC Manual 90-1, NSA/CSSM Policy Manual 3-16 and other relevant publications to ensure compliance with government requirements and regulations.
• Work with KRS network engineers and Information Assurance team to configure various network encryption devices in manners consistent with program requirements and local networking/information assurance practices.
• Assist COMSEC Custodian and COMSEC Technicians with performing weekly and monthly keying procedures

JOB KNOWLEDGE:
• Must have a very high degree of attention to detail.
• Minimum 5 years of COMSEC Custodian and/or Alternate Custodian experience.
• Must have a working knowledge of TCP/IP and basic networking technologies/mediums (Cat5e, Cat6, Fiber, hubs switches and routers)
• Extremely well-versed with NSA/CSSM Policy Manual 3-16 and NSA Policy Manual 90-1.

POSITION REQUIREMENTS:
• COMSEC Custodian certification required. Other security certifications such as Industrial Security Professional, Certified Protection Professional, Certified Information Systems Security Professional, etc., are a plus.
• Ability to lift and carry 50lb boxes of equipment and/or documents.
• Must possess DOD Top Secret security clearance.
• Must be able to travel on short notice and provide COMSEC Custodian services during non-normal working hours.
• Must be willing work overtime when required.

EXPERIENCE:
• Required: 2-5 years COMSEC Custodian and/or COMSEC Maintenance and working in classified DOD environments.

• 2-5 years configuring network devices (switches, routers, TACLANES)

COMPUTER OPERATOR II (Full-time/Unaccompanied Status)

JOB DUTIES:

Participates in all phases of operation of the Telecommunications Center. Ensures compliance with JANAPs, ACPs, the NISPOM, AMHS procedures. Ensures compliance with DoD and local communications security policy & directives. Processes classified and unclassified message traffic utilizing the MDT, DCCS, AMHS/DMS, SIPRNet, NIPRNet and facsimile machines. Ensures expeditious handling and coordination of high precedence message traffic. Performs message courier duties as required. Ensures immediate restoral of down circuits. Responds immediately to any system errors or alerts and coordinates abnormal circuit conditions with the local Technical Control Facility and/or distant end as necessary. Assists customers with messaging queries. Assists the Network Section with COMSEC duties as required (inventories, COMSEC key changes, customer support). Assist the Enterprise Servers Section with administration of TCC computer systems as required. Reports serious computer system malfunctions, security violations, and any abnormal TCC physical environmental disruptions to the Unit Leader as soon as possible. Performs document control duties thru use of the local SIMS program and performs periodic inventories of classified holdings. Maintains a clean computer/server center environment. Performs standard watch keeping duties as required to include shift work and holidays. May be required to work in excess of 8 hours per day and/or 40 hours per week. Performs all other related duties as assigned.


JOB SKILLS AND KNOWLEDGE REQUIREMENTS:

Required: Commercial or military training in communications theory and operation. Formal or on-the-job training as a Information Systems Operator is mandatory. Understanding of and experience working with all directives pertaining to Information Systems operations, (including DOD, Department of the Army, Military, DISA and commercial Manuals, Directives and Standards). Military or Dod training/experience with classified information is mandatory.

Plant Technician II, Technical Controller (Full Time / Unaccompanied)

 

Responsibilities:
• Provide support to the US Army at the Reagan Test Center in the Marshall Islands.
• Perform conditioning, acceptance and quality control testing on all GIG links, trunks and circuits.
• Perform patching, testing, troubleshooting and restoration of all circuits interfacing the Kwajalein Technical Control Facility.
• Assist and direct technicians at remote sites in patching, testing, troubleshooting and restoration of circuits.
• Verify the quality of communications circuits, channels and equipment by use of test equipment.
• Perform actions to activate, deactivate or change circuits as required pursuant to DISA directives.
• Operate and maintain Promina 800 and associated circuits and equipment.
• Perform preventive and corrective maintenance on assigned communications circuits, equipment and systems, in accordance with applicable system technical orders and other appropriate technical documentation.
• Required use of FaCIT program for maintaining circuit records and master station logs in accordance with DISA directives.
• Coordinate planned outages affecting communications circuits, equipment, systems and facilities in accordance with appropriate local, DISA and DoD directives.
• Required use of test equipment, such as, transmission impairment measuring set, oscilloscopes, FireBerd 6000 Communications Analyzer, T-Berd 224 PCM Analyzer, T-Berd 310 Communications Analyzer, digital volt meter and break out box to detect and isolate equipment faults/circuit degradation and in performing restoral actions.
• Required use of schematic diagrams, manufacturer’s service manual and other documentation in determining equipment fault/circuit degradation and in performing repair and restoral actions.
• Operate Base Radio function in-accordance-with procedures outlined in ACP 113, 124, 125 and 147.
• Monitor and transmit as required on all international distress, maritime, and mission frequencies assigned to Kwajalein Atoll.
• Provide radio support for maritime, mission operations, Search and Rescue operations and disaster preparedness and response. Perform frequency changes on HF, VHF, UHF and UHF SATCOM radio systems.
Position Status: Unaccompanied – This full-time position has a two year minimum commitment with unaccompanied status. Unaccompanied status means that no dependants or pets are authorized.
Security Clearance: Applicant selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.


Required Skills:

• 4 to 6 years of career experience in a related field.
• Four years experience in communications with at least 2 years in fixed station and maintenance is required.
• Commercial or military training in communications theory and operation is required.
• Formal or on-the-job training as a Technical Controller is mandatory.
• Understanding of and experience working with all directives pertaining to Technical Control operations, (including DOD, Department of the Army, Military, DISA and commercial Manuals, Directives and Standards).
• Computer literacy.


Desired Skills:
• A minimum of 2 years of experience as a Technical Controller is strongly desired.

Communications Technician II, Range Radio (Full Time / Unaccompanied)

 

Responsibilities:
• The Technician will perform preventive and corrective maintenance on assigned communications equipment in accordance with applicable system technical orders and other applicable technical documentation.
• The Technician will perform mechanical and electrical assembly, wiring, soldering, maintenance, and repair operations on a variety of electronic equipment, assemblies, and subassemblies.
• The Technician will operate TMDE in the maintenance and evaluation of assigned equipment to include multi-meters, oscilloscopes, spectrum analyzers, distortion analyzers, network analyzers, power meters and communications test sets.

Plant Technician II & III (Full-time/Unaccompanied Status)


Responsibilities:
• Provide support to US Army at the Reagan Test Center in the Marshall Islands.
• Perform conditioning, acceptance and quality control testing all GIG links, trunks and circuits.

• Required use of schematic diagrams, manufacturer’s service manual and other documentation in determining equipment fault/circuit degradation and in performing repair and restoral actions.
• Operate Base Radio function in-accordance-with procedures outlined in ACP 113, 124, 125 and 147.
• Monitor and transmit as required on all international distress, maritime, and mission frequencies assigned to Kwajalein Atoll.
• Provide radio support for maritime, mission operations, Search and Rescue operations and disaster preparedness and response.
• Perform frequency changes on HF, VHF, UHF and UHF Satcom radio systems.

The ability to obtain a Secret Security Clearance is required.

JOB DUTIES:

Field Technician I (Entry Level)

Responsible for pre-wiring, installing, programming and maintenance of products and services ordered for structures under construction , prior to and after placement of walls/ceilings as well as existing structures for unclassified and classified data networks and video telephone conferencing (VTC). Performs preventive and corrective maintenance on communications circuits, equipment and systems, in accordance with applicable system technical orders and other appropriate technical documentation.

The technician will come in contact with various cable types and will understand how to install, terminate and test all of them. This technician will understand the industry standards (EIA/TIA) of installation as well as the National Electric Code. The technician will be familiar with various products to be able to make suggestions in different situations.

The technician will be required to identify the different spaces and pathways for telecommunication cabling. He or she will work with various hand tools in a construction environment. He or she may be working in an existing office space or other operating facility, which may require good customer relation skills, a professional appearance and attitude.

The technician will visit many island locations installing, placing or pulling the cables to the various areas within a building or the environment. Climbing of ladders is a routine task. Inspect drop ceiling areas and crawl spaces. This position requires intellectual and physical skills install, move, and modify data network and related equipment according to work orders, specifications, standards and procedures

The technician must be able to competently and quickly resolve communication anomalies between SATCOM system elements, and interconnected telecommunication nodes. The technician will activate, tests and maintains permanent and temporary circuits to support RTS, DSCS, DISA, Army Space Command, and Executive service communications using Telecommunication Service Orders (TSO's). The technician will respond and follow the operational directions from Defense Information Systems Agency (DISA) and SATCOM Network Control Elements (i.e. DSCSOC, and INTELSAT OPS center), a good understanding of DISA regulations is imperative. The position requires shift work, as the SATCOM is a 24/7 operation.

The Hardware Engineer will provide engineering design support for Communications circuits, instrumentation sensor hardware and optical systems. The Engineer will learn and understand the basic theory of operation for various digital systems used at Reagan Test Site. The Engineer will work closely with system engineers to translate technical requirements into hardware requirements and lead study and engineering change Proposals (ECPs) to completion. Required: Demonstrated electrical design capability and familiarity with control theory including an understanding of RFI shielding practices is required. JOB DUTIES:

• Responsible for managing all aspects of the COMSEC account.

Software Compliance Specialist (Full-time/Unaccompanied Status)

JOB DUTIES:

• Responsible for the tracking, oversight, and administration of policies relating to the command-wide software compliance program. Areas include: software acquisition, copying, licensing, logging, inventory, disposition, network user accountability, and adherence to Army Regualations and Certification and Accrediation (DIACAP) requirements.

• Reviews and monitors network and user accounts for proper utilization and licensing of software.

• Assists the Configuration Management (CM) team with CM processes.

Information Assurance Security Specialist II (Full-time - Unaccompanied)

JOB DUTIES:

  • Participate as a solid performer of KRS Security – Information Assurance (IA) department staff
  • Ensure compliance with Army-mandated Information Assurance taskings
  • Ensure compliance with Army Regulation 25-2
  • Ensure compliance with Information Assurance Vulnerability Management (IAVM) program and oversee deployment of appropriate patches by required suspense dates

  • Develop and maintain the Disaster Recovery Plan, and conduct periodic mock training sessions with IT /IS staff to maintain awareness
  • Review all change requests submitted to the Configuration and Technical Review Boards
  • Conduct routine network scans to verify and ensure network security is maintained
  • Maintain a secure network environment in accordance with Army regulations, and train users and staff in security requirements.
  • Provide network access control, account management and security monitoring for UNIX, Windows XP/2007, Server 2003/2008, and Exchange servers
  • Research, troubleshoot, and resolve network operational and connectivity problems
  • Test for compatibility and plan the secure integration of new elements to the network to include LAN/WAN components, software and hardware
  • Compile professional documentation on all aspects of computer security and network management, including equipment and network specifications and configurations, physical layouts, and develop/maintain appropriate DI's and SPI's
  • Analyze Firewall, server, and workstation audit logs
  • Other duties as required or assigned by the KRS IA Manager

Communications Tech III (Full-time/Unaccompanied Status)

JOB DUTIES:

  • The technician will perform all aspects of satellite communications system operation, maintenance, preventive maintenance and logistical support, and follow all Quality Control (QC) guidance, and enforces quality control standards when performing electronic equipment installations, repairs or modifications.

  • Additionally will perform or assist in the installation of new equipment and systems.

  • The technician will need to operate, maintain, test, troubleshoot, repair, configure, and reconfigure a Defense Satellite Communications System (AN/FSC-78B), Commercial C-band Earth Terminal, and the following types of related or ancillary systems: Digital Communications Satellite Subsystem (AN/MSC-66), DFCS Satellite Network Monitoring System (AN/GSC-51), Controller interfaces, analog to digital converters, fiber optic/copper interface systems, Military standard/commercial interface converters, multiplexers, modulators and demodulators, frequency converters, power transmitters (HPA’s and SSPA’s), low noise receivers, RF combiners and splitters, precision timing distribution systems, COMSEC devices, antenna control systems.

  • The technician must be able to competently and quickly resolve communication anomalies between SATCOM system elements, and interconnected telecommunication nodes.

  • The technician will activate, test, and maintain permanent and temporary circuits to support RTS, DSCS, DISA, Army Space Command, and Executive service communications using Telecommunication Service Orders (TSO's).

  • The technician will respond and follow the operational directions from Defense Information Systems Agency (DISA) and SATCOM Network Control Elements (i.e. DSCSOC, and INTELSAT OPS center), a good understanding of DISA regulations is imperative.

  • The position requires shift work, as the SATCOM is a 24/7 operation.

  • Required: Military or civilian SATCOM training, and certification. 5 years prior SATCOM experience, to include strategic military terminals, and a good understanding of DISA regulations.

Hardware Engineer IV (Full-time/Unaccompanied Status)

JOB DUTIES:

  • Analyzes telecommunications functions of United States Army Kwajalein Atoll and Reagan Test Site. Works to develop, improve, maintain, and implement communications circuits and networks. Familiar with standard engineering concepts, practices, and procedures within the telecommunications field. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision and is able to manage contractor personnel to perform on an as needed basis to complete projects. Self initiative and a certain degree of creativity and latitude are required.

  • Provides mentoring to other members of the department. Applies and teaches standard engineering, configuration management and good DoD security practices in the implementation of system upgrades and modifications.

JOB SKILLS & KNOWLEDGE REQUIREMENTS:

  • Required: Knowledge of circuit and packet switched technologies are expected. Knowledge and experience in some or all of the following areas is required: TDM, SONET, POTS, PBX, inside and outside copper and fiber cable installation, routed and switched IP networking, satellite and radio communications for voice and data applications. Knowledge and experience in some or all of the following agencies, standards, practices and procedures are required: DISA, JTIC, Installation Information Infrastructure Architecture Implementation Guide (I3A), EIA/TIA 568, ANSI.

  • Maintain system documentation including, network drawings, action logs, work orders and security documents. Must be able to clearly document status and actions using Microsoft Word and a database work order system. Must have basic PC computer skills in the use of Microsoft Word, Excel, Visio and shared resources over a network.

  • Candidate must work in a DoD classified environment and understand security procedures in handling TEMPEST, COMSEC equipment, keymat and physical security. Work must be performed within the constraints defined in the NISPOM and AR25-2.

  • Candidate must maintain cognizance of and participate in the tracking of government owned plant propery. They must be willing to travel via boat, helicopter and airplane to other islands within the atoll. Must be able to work independently in isolated situations..

 

Desired: Multi-Project Management experience in Telecomm or related engineering field. The ability to manage task force personnel and QA engineered items on an as needed basis.
