Responsibilities: Provide software engineering and technical support for Enterprise syste ms at Reagan Test Site. Provide the technical expertise and guidance to analyze users' needs and design, create, install and modify major and general computer applications. Provide application life cycle configuration management and maintenance. Incorporate stringent security into all operations. Create and maintain high-quality documentation.

Requirements:

· Appropriate Degree in Computer Science or experience in lieu of degree.

· 8-10 years of experience in software engineering with major applications.

· Must possess strong programming skills primarily in Oracle SOL and PL/SOL,

Cobol, Perl, HTML and XML; Oracle D BA experience a plus. OS Platfor ms

Applications System Analyst/Programmer III
- KEAMS Functional Analyst (Full Time/ Accompanied)

Responsibilities:


JOB SUMMARY

Provide support to users and administrators of the Kwajalein Enterprise Asset Management System (KEAMS) used to support logistics and mission operations at the United States Army Kwajalein Atoll/Reagan Test Site. Provide training to new and existing users as required. Act as the liaison between the software vendor, Mincom Corporation and Kwajalein Range Services. Coordinate system use between organizations and departments to minimize potential conflicts.

DUTIES AND RESPONSIBILITIES

  • Provide user account administration, including creation of new account and maintenance of existing accounts.
  • Provide support to all organization to optimize their use of the KEAMS application.
  • Assist network and server administrators to maintain and upgrade the KEAMS application.
  • Create, manage and close work orders with the software vendor concerning all issues.
  • Coordinate with the Mincom account manager to resolve any issues concerning licensing, support and invoicing.
  • Work with the software development group to ensure KEAMS reports and interfaces are created, tested and useful to the application users
  • Monitor overnight batch processes to ensure correct and timely operations.
  • Provide regular review of scheduled processes to ensure that they are all still required and current.
  • Maintain training documentation for KEAMS General User training and ensure other training documentation is accurate and up to date.
  • Provide instructor services for the new user required courses.
  • Update user security profiles to ensure adequate and appropriate program access is provided.
  • Coordinate installation, migration and testing of updates to the KEAMS application.
  • Maintain KEAMS tables and associated table codes.
  • Maintain access controls for all KEAMS tables to ensure the correct users have update rights to tables.
  • Maintain KEAMS report and warehouse printer definitions.
  • Troubleshoot KEAMS report and warehouse printer issues.
  • Ability to use Business Objects reporting software, or ability to learn.
  • Familiarity with web based application processes.

Requirements:

IT Network Engineer III ( Full Time/Unaccompanied)

Responsibilities:

Operates classified mission data networks for the support of real-time missile tests. Monitors network status and makes immediate decisions to correct problems with the classified networks during mission. Communicates status and coordinates actions in real-time over a mission voice network. Must work extended hours, evenings, nights and weekends when required.

Executes network maintenance tasks through equipment recycles, equipment cleaning and network equipment software configuration and IOS changes and backups.

Provides network design for new projects and legacy system upgrades. Assists Field Engineers and technicians in troubleshooting network problems using an organized, methodical approach to problem isolation. Replaces chassis and board level components to restore network operations. Travels to remote locations, within the atoll, with replacement equipment. Must be able to work independently in isolated situations.

Provides mentoring to other members of the department. Applies and teaches standard engineering, configuration management and good DoD security practices in the implementation of system upgrades and modifications.

Provides OSI Layer 1, 2 and 3 support to include cable facilities installation, network switch installation and layer 3 configuration of classified network equipment.

Maintain system documentation including, network drawings, action logs, work orders and security documents. Must be able to clearly document status and actions using Microsoft Word and a database work order system.

Perform other duties as assigned.

Requirements:

Must have basic PC computer skills with hardware and software, Proficient in the use of Microsoft Word, Excel, Visio and accessing shared resources over a network.

Candidate must work in a DoD classified environment and understand security procedures in handling Comsec equipment, keymat and system access. Candidate must maintain cognizance and participate in the tracking of government owned plant property.

Education / Experience: BS degree from an accredited college. Must have at least 3- 10 years experience in networks.

Certifications: Firewall (Sidewinder and PIX), Cisco Switch & Router Family, maintain and deploy. Solorwinds (Network Management Tools), VPN Concentrators, Packetteer Bandwidth Managers, Riverbed WAN Accelerators. Good understanding of TCPIP and an understanding of IPV6. CCNP and / or Nortel equivalent or greater is desirable. Fiber optics and UNIX experience are desirable.

Information Assurance Security Specialist Officer
(Full Time/ Unaccompanied)

Responsibilities:
Oversee all aspects of IT security and provide oversight to IT personnel regarding security. Responsible for ensuring compliance with Army-mandated information assurance requirements and security of the unclassified business network. Provide network and information security oversight for Information Technology department. Respond to Information Assurance taskings. Responsible for IT Security training for all users on the unclassified network. Responsible for maintaining network accreditation, responding to information assurance taskings and IT security-related incidents, and for ensuring lAVA compliance. Incorporate a stringent security posture into all IT operations.

General:

  • Oversee IT Security support staff
  • Develop short and long range project plans, as applicable to network security
  • Participate in IT projects and provide input and direction from an IT security perspective.
  • Develop and implement comprehensive tracking and control procedures for identifying issues / areas of concern or non-compliance, and assessing effectiveness.
  • Maintain a proactive stance to identify, circumvent, avoid and / or resolve issues and problems that create an adverse impact.
  • Conduct Post-Implementation Audits on all major or high risk projects.

  • Conduct routine network scans to verify and ensure network security is maintained
  • Maintain a secure network environment in accordance with Army regulations, and train users and staff in security requirements. Coordinate and document information security policies.
  • Provide network access control, account management and security monitoring for UNIX, NT/2000 and Exchange servers.
  • Research, troubleshoot, and resolve network operational and connectivity problems.
  • Test for compatibility and plan the secure integration of new elements to the network to include LAN/WAN components, software and hardware.
  • Compile professional documentation on all aspects of computer security and network management, including equipment and network specifications and configurations, physical layouts, and develop/maintain appropriate DI's and SPI's.
  • Analyze Firewall, server, and workstation audit logs

Help Deck Technician Lead (Full-time/Unaccompanied Status)

JOB SUMMARY
Under general direction, provides first line technical telephone support to computer system users and supervise other Help Desk technicians. Respond to and diagnose software and hardware problems through discussion with users. Must have experience and understanding of IT environment. Recognize, research isolate, and resolve most problems immediately, and open work orders for issues that require onsite assistance and assign to appropriate IT work group. Act as first line trainer for user general applications, and provide guidance/training for less-experienced Help Desk personnel.
DUTIES AND RESPONSIBILITIES
• Provide Help Desk telephone technical support to the Kwajalein user community.
• Troubleshoot and resolve software issues via phone, using remote control tools, and determining corrective actions.
• Reset passwords.
• Open trouble tickets and assign to the appropriate IT department.
• Create ITARs and open tickets for account creation.
• Provide network connection, ensuring proper software is installed and user data integrity.
• Assist users to resolve hardware and software problems,
• Perform scheduled preventive maintenance on computer systems.
• Conduct over-the-phone user proficiency training, and occasional one-on-one training.
• Provide feedback from users to track emerging/reoccurring problems.
• Maintain computer equipment, software, data and licensing in accordance with DOD Information Systems accreditation requirements.

• Train and mentor junior help desk staff to improve their technical and customer service skills.

Network Engineer III (Full-time/Unaccompanied Status)

JOB SUMMARY
Provide network administration for several networks supporting the Reagan Test Site (http://www.smdc.army.mil/KMR.html). Will work with a team of engineers to design, test, and implement solutions to deliver a scalable, supportable, and stable networking environment. Assist in the enterprise network infrastructure design in order to assure it is in alignment with the established business goals. Expert level LAN and WAN design skills required, to include PTP, Frame-Relay, and VPN architectures. Solid understanding of network security policies, design, configuration, and the deployment techniques required. Ensure the network design allows for compatibility with all components, including computers, infrastructure, and software. Provide technical support and training to field personnel and users. Create and maintain high-quality configuration management documentation.

JOB SUMMARY
Provides part-time training coordination and part-time desktop support. Provides Information Technology education to Kwajalein Atoll community. Delivers group and individual training and instruction covering a range of technical and operational areas, including business office applications (e.g. MS Office), IT technical training and business process improvement. Provides first line field technical support to computer system operators.

DUTIES AND RESPONSIBILITIES
Conducts individual, group, and organization based needs assessments, as defined by the objectives and parameters of the project; identifies minimum performance standards as appropriate to the target community.

Develops the training plans and curricula; formulates training outlines and determines appropriate instructional methodologies; evaluates incorporation of vendor programs with respect to achieving training objectives.

Coordinates the development and preparation of teaching and visual aids, instructional materials, computer tutorials, and reference materials appropriate to specific program objectives.

Evaluates effectiveness of training and development programs and utilizes relevant evaluation data to revise or recommend changes to instructional objectives and methods.

Provides key input in the formulation of departmental training budgets; monitors departmental training expenditures.

May perform organizational development interventions including strategic planning, group facilitation, team building, and systems analysis.

Telecom Systems Manager (Full-time/Unaccompanied Status)

General Description
The Telecom Systems Manager is responsible for management of the following operations and maintenance functions: Video Teleconference systems, military and commercial SATCOM terminals, voice, data and timing systems, radio communications systems, navigational aids, inside and outside plant systems, and telephone switches. The Telecom Systems Manager is also responsible for Long-haul circuit and bandwidth management, frequency control and management, television signal reception and broadcasting, maintaining a COMSEC account, including COMSEC O&M and COMSEC courier functions, operation of defense messaging systems, and telephone operations and billing systems. The Telecom Systems Manager works in cooperation with their government counterparts for the planning, acquisition, implementation and management of communications upgrades to meet mission requirements, program out-year funding for upgrades and program replacement of assigned systems. This person develops and implements annual budgets to meet contractual requirements, support planned studies, implement engineering change proposals, provide configuration management, and supervise cost and schedule elements of planned communications projects.
Specific Description
This person manages a multi-disciplined workforce to meet contract requirements. They maintain a qualified staff at required levels by developing job descriptions, initiating job requisitions, interviewing and hiring communications employees. The Telecom Systems Manager supports project wide initiatives such as Six-Sigma associated with communications processes. This person develops and promotes a safe and ethical working environment within the telecom systems organization and sets an example for all corporate elements. This person reviews and validates communications requirements through the Universal Documentation System (UDS) process and recommends solutions for operational programs and proposed initiatives. The Telecom Systems Manager initiates and maintains processes to ensure configuration control, operations, modifications and maintenance of assigned systems. This person reviews and approves purchase requisitions for equipment, parts and services, and ensures personnel assigned to the communications department are appropriately trained and certified in accordance with program requirements and provisions of the contract’s PWS.
Desired Skills and Knowledge/Experience
Experience with:
• Government communications IAW DISA circulars.
• Request, and implementation processes in support of long-haul circuit provisioning. Central office administration procedures and telephone switch operations to include DSN.
• Outside and inside plant procedures and compliance with DISA and I3A standards.

Knowledge of :
• Telecommunications technologies including, but not limited to circuit switching, packet switching, SONET, radio, SatCOM,
• IEEE standards for interface and data standards.
• Telecom Systems planning and programming.
• FCC frequency management standards and requirements.
• Understanding of EVM, Earned Value Management, procedures and principles.
• Understanding of the NISPOM and NSA 90-1 procedures in reference to control and administration of COMSEC systems.

JOB SUMMARY
Provide server administration for several networks supporting the Reagan Test Site. Will work with a team to design, test, and implement solutions to deliver a scalable, supportable, and stable networking environment. Assist in the enterprise network design in order to assure it is in alignment with the established business goals. JOB SUMMARY
Project Management duties include the planning, administration and management of concurrent projects to upgrade existing systems or develop and implement new systems for an Information Technology Division. • Use vendor-specific software such as CiscoWorks, Nortel Device Manager, Site Manager, SolarWinds, and HP Openview to monitor current status of network devices and respond as appropriate.
• Use various Microsoft Office software applications to create and maintain up-to-date network documentation and drawings. In depth experience with Visio 2000 or greater is a plus.

JOB SUMMARY
Under general direction, provides first line technical telephone support to computer system users. Respond to and diagnose software and hardware problems through discussion with users. Must have experience and understanding of IT environment. Recognize, research isolate, and resolve most problems immediately, and open work orders for issues that require onsite assistance and assign to appropriate IT work group. Act as first line trainer for user general applications, and provide guidance/training for less-experienced Help Desk personnel.
DUTIES AND RESPONSIBILITIES
• Provide Help Desk telephone technical support to the Kwajalein user community.
• Troubleshoot and resolve software issues via phone, using remote control tools, and determining corrective actions.
• Reset passwords.
• Open trouble tickets and assign to the appropriate IT department.
• Create ITARs and open tickets for account creation.
• Provide network connection, ensuring proper software is installed and user data integrity.
• Assist users to resolve hardware and software problems,
• Perform scheduled preventive maintenance on computer systems.
• Conduct over-the-phone user proficiency training, and occasional one-on-one training.
• Provide feedback from users to track emerging/reoccurring problems.
• Maintain computer equipment, software, data and licensing in accordance with DOD Information Systems accreditation requirements.
