JOB DUTIES :
- General Description of Responsibilities: The Property Disposal Specialist, under the general guidance of the Supervisor, Disposal Operation performs activities to ensure timely and effective reutilization, sale and disposal of excess government-owned property in accordance with the Federal Acquisition Regulations (FAR), Defense Acquisition Regulations (DFARs), contract requirements and internal procedures. This includes but is not limited to, coordinating with the USAKA/RTS Plant Clearance Officer (PLCO), as well as other contractors and tenant organizations. Assignments may also pertain to other functional areas of Government Property (i.e., Acquisition, Receiving, Identification, Records, Movement, Storage, Physical Inventories, Reporting, Consumption, Utilization, Maintenance, Sub-contracts, and Close-out).
- Verify items and reconcile to documents and government property records.
- Determine property disposal methods under established priorities and procedures.
- Initiate property reutilization, required screening, and process resulting transfers and donations.
- Serve as the Plant Clearance Coordinator for disposition of excess Government property.
- Document property disposal decisions and actions and maintain disposition records.
- Prepare, process, and maintain official plant clearance case files in a timely manner.
- Track and report status of open/closed plant clearance cases, and results for disposition methods.
- Support sales processes including but not limited to sealed bid and unsolicited bid sales.
- Participate in warehouse activities pertaining to storage and disposition of excess property.
- Assist Property Custodians and other customers in implementation of property disposal procedures.
- Provide general guidance and assignments to team members on work tasks and priorities within the Excess Property Processing Facility in the absence of the Supervisor.
- Maintain an effective working relationship with internal/external customers.
- Adhere to and enforce all company safety practices and procedures.
- Identify and diligently pursue resolution of issues and discrepancies.
- Participate in Six Sigma Process Management activities on Core Processes.
- Perform other duties as assigned.
JOB SKILLS & KNOWLEDGE REQUIREMENTS:
Required:
- Training and knowledge of Federal Acquisition Regulations (FAR Part 45) and associated property clauses regarding Government Property Management
- Training, knowledge and experience pertaining to government property disposal requirements and priorities in accordance with FAR Part 45.6 and DFARS 245.6.
- Knowledge of DoD 4160.21-M, Defense Demilitarization Manual and ability to identify items requiring demilitarization.
- Experience with screening, reutilization, transfer, donation, sales and disposal of excess government property.
- Experience in verification of materials and equipment against receiving documents, and records.
- Experience with Property, Supply, Material or Logistics databases and services such as Federal Logistics Data (FEDLOG), Plant Clearance Automated Reutilization Screening System (PCARSS), Defense Reutilization and Marketing Service (DRMS).
- PC Skills including MS Word, Power point, and moderate to strong proficiency in Excel.
- Must have effective communication skills and be able to interact professionally with internal and external customers.
- Must be detailed oriented, capable of multi-tasking, and able to prioritize assignments.
- Desired:
- Military supply & requisitioning experience will be a plus.
- Knowledge and skills in using process improvement methodologies and tools
EXPERIENCE (Years):
- Required: 4 - 5 years of Government Property Management with expertise in the Disposition function and plant clearance.
- Desired: 6 - 8+ years of Government Property Management with expertise in the Disposition function and plant clearance.
EDUCATION:
Required:
- High school diploma or equivalent
- Two years college or trade school or military technical school equivalent
- Certified as a Professional Property Administrator (CPPA) through the National Property Management Association (NPMA)
Desired:
- BS/BA in related discipline
- Government property management courses and/or Military property management experience
- Certified as a Professional Property Manager (CPPM) through the National Property Management Association (NPMA)
OTHER SPECIAL QUALIFICATIONS:
Applicant selected will be subject to a government security investigation/criminal background check and must meet eligibility requirements for access to classified information as required for the position offered.
You and authorized dependents, if any, traveling to Kwajalein are required to have a valid passport in your possession prior to departure. You and your dependents must maintain a current passport during your stay on the island.
