U.S. Army Garrison Kwajalein Atoll (USAG-KA), home to the U.S. Army Space and Missile Defense Command's (SMDC) Ronald Reagan Ballistic Missile Defense Test Site (RTS), operates as a subordinate command of the U.S. Army installation Management Command. The use of Kwajalein Atoll as a U.S. military facility is made possible through treaty and lease agreements negotiated with the Republic of the Marshall Islands.
Kwajalein Range Services, LLC, a joint venture company formed by Bechtel and Leidos, has been SMDC's prime contractor for Logistics and Base Operations Support, and Integrated Range Engineering at USAG-KA/RTS since 2003.
The logistic services portion of the contract provides range and community support, including medical and dental care; religious services; youth and education services; retail merchandising; housing; recreational activities; dining services; newspaper, radio, and TV access; fire fighting; supply services; operation of the public utilities and services; and air, sea, and land transportation.
The integrated range engineering portion of the contract provides for the operation, maintenance, and modernization of the range instrumentation systems including radars, telemetry, optics, communications and information services, mission control, and safety systems. Massachusetts Institute of Technology/Lincoln Laboratory is the scientific advisor to the range.
The KRS team also includes major subcontractor Chugach Management Services, a native Alaskan company, which provides logistics support services to the contract and Berry Aviation, Inc. which provides aviation services.
